What you are looking at

Decision is the only authoritative output. It is set by Hard Gate 2 (deterministic) and Tenant Policy.
Risk Assessment is advisory. It cannot authorize or deny. The demo includes it so you can see how a HIGH/CRITICAL risk level coexists with an ALLOW decision.
Hard Gate 2 BLOCK cannot be overridden by risk, ML, or operator approval. The BLOCK scenario demonstrates this fail-closed behavior.
